Town Rangers play a vital role in enforcing key logistic services within the Council boundary.

The role of the Council rangers includes:

  • Keeping, updating and securing all files, registers, journals and other records in respect of Taxis, Buses, Carriers, Parks, Notices, Summons, Open Air Services, Arrears, etc.
  • Receive and attend complaints concerning the above matters and any other that the Chief Executive Officer may from time to time instruct.
  • Maintaining monthly computation of bus station, taxi stand, minibus stand and carrier stand charges raising invoices and updating relevant revenue registers.
  • Preparing notices to all offenders regarding arrears on the bus station, taxi stands, minibus stands and carrier stand. Enforcement of bylaws in regards to encroachments and obstructions plus other matters relating to council parks and reserves and anti-litter notices.
  • Processing and documenting taxi bases, mini bus bases and carrier bases application and other related matters.
  • Preparing reports for the council in the concerned areas.
  • Monitor illegal operations of taxis, minibuses and carriers regarding their bases, vehicle registration and permits.
  • Ensure the Rakiraki (control and use of streets) bylaws are enforced-clearance of the street from obstruction and prohibited trading on the street.
  • Look after all council parks and reserves as to councils properties therein.
  • Monitor all activities including Open-air service which may be approved by the council to be held in each park.
  • Control noise nuisance around the town area.
  • Control of streets (removal of encroachment or obstruction).
  • Serving of notices to the bus, minibus, taxis and carrier operators.
  • Relevant enforcement of Land Transport Authority Regulations and Acts on traffic offenders.
  • Serving of notices and summons on behalf of other departments to respective offenders.

What is a Traffic Infringement Notice?

Traffic Infringement Notice is issued to the offender when they commit any offence on the road under Section 86 and Section 92 (1) of Land Transport Act 1998 The Authorized officer LTA/ Police or Municipal under delegated powers are liable for the Traffic Infringement Notice issuance. The infringement notice contains information about the alleged offence and fine amount.

The objectives of these Regulations are to –
a) Enforce traffic safety laws;
b) Deter illegal activities on the road;
c) Ensure that the use of motor vehicles is regulated for the purposes of safety, protection of the environment, and law enforcement;

What Happens If I Do Not Pay My Traffic Infringement Fine?

A Traffic Infringement Notice is issued with a fixed penalty, if the initial fine is not paid within 90 days from the date of notice, you will be liable to a late payment fee equivalent to 50% of Fixed Penalty, in addition to the Fixed Penalty.

If you do not pay your Fixed Penalty and late payment fee in full within 12 months from the date this Notice is issued to you, this Notice will take effect as a conviction and the Council will seek the maximum penalty and demerit points applicable, from the court.

What is Parking Permits?

  1. The council has obliged to public demand to provide discounted rate to those motorist wanting to park their motor vehicles on a monthly basis or car parks that is under council care. This has been passed through council resolution and is not obligated to be implemented by law as a concession in the local government act.  
  2. The permit is paid in advance prior to month of use e.g June 26 for month of July so on and so forth even up to a year where discount is also given.
  3. The permit is for one use only, where it is none transferable to another vehicle or for a car park permit being used outside at parking meters and vise-versa.

How can public apply for Parking Permits?                                        

  1. The applicant needs to present a written letter or email to the council addressed to the CEO and cc to the Enforcement Manager with email address to rtc.enforcement@gmail.com.
  2.  The application is almost approved immediately, unless there is a record known to council that may need clearance for arrears, or any other issues that is legally constricting the approval to such application.

Note: Please state your Parking Permit Invoice Number and the Vehicle Registration Number on the narrations while payment.
